How come that very few people who committed fraud during the real estate boom never got prosecuted?

yes but if they were regulated like they should have been they would have lost their license and ultimately been out of the real estate field

We are just at the very tip of the iceberg when it comes to prosecutions. It takes years before people are brought to justice on financial crimes.
