A builder merely needs to build the property. The developer finds the property, has the vision, comes up with the money or financing, and sells the properties.
A developer would be like a producer in film….doesn’t necessarily get his hands dirty but masterminds it.
edit: and YES they can be the same person. Only the guy who builds and only builds cannot be a developer. The developer can be a builder.

Yes they can be the same thing, but more often they are not. A developer buys a large tract of land and builds the infrastructure to the property making it ready for builders.

You can be both or one and the other,
Simply put a Developer does not have to be a builder, Developers simply come up with the plans and often purchase the land and arrange the various contractors, mainly a builder to build the projetc.
You can be a builder and a developer or just a builder or just a developer.
The builder then quotes on the overall project, subcontracts to other various trades men and they all work under him.
If a developer has an issue they take it up with the builder and he takes it up with the contractors.

A builder typically owns the lots, the construction company and develops the property.
A developer buys large tracts of property, goes through the process of subdividing property, changing zoning, whatever is needed to make the property more valuable. They then either develop the property and sell, or sell it as a more valuable space. A develop in my area is taking parcels, comverting them to commercial space, putting little strip malls on it, then selling. Another went through the process of changing a parcel into smaller lots, now is trying to sell all those lots in one deal.
