Why do people say that the real estate market slows down in the winter?

I have heard that the real estate market slows down a lot in the winter. Why? I live on the CA coast, so it doesn't snow here, but it's true here too, right? Does that mean that you may find better deals in the winter? When does it pick up again?

Where I live in Maine the market does slow down in winter. The tourists who come here in summer to enjoy the lakes tend to be more affluent than the winter tourists who come here to ride snowmobiles. Also winter is not the best time to look at property. You can’t see the landscaping when it’s covered with 3 feet of snow. If there are swampy areas they are hard to find when everything is frozen. Prices don’t generally drop in winter. The busy season for brokers is from May to October.

Sometimes it’s because people don’t want to pull their kids out of school, so they wait till they are done.
Other places get really bad weather and nobody likes moving in 3 feet of snow.

Because, a lot of people who are looking for homes to buy have kids who are in school. Most parents do not want to yank their kids out of a school they are in and move them to a new district mid season.
Also, with the holidays, most people do not want to be moving.
