I know that here in California the seller pays 3% to a buyer's agent and 3% to a seller's (own) agent, but in this year of tumultuous real estate sales and dropping values of homes, many Realtors are quoting negotiable commission structure. What is reasonable to pay in commission fees to a seller's agent?

a total of 6% is general amount but if you do a lot of the footwork like i do i get them down to as low a a total of 2%, but it has a lot to what you put into it and how much work you expect from the agent, i tell them if you just listing it and no more then i will pay a total of 3 or 4 % max

The honest truth is that you need to pay at LEAST 3% to the buyers agent, never less. They have lots of inventory available to show, they are not going to show property that cheats them out of a reasonable commission when the house next door is willing to be fair.

A real estate agent’s commission is negotiable and different in different parts of the country. Here in the Boston area, typically the seller pays 5 – 6%.

How much can you get for the house without an agent? Don’t pay for that part of the sale price. Pay a high rate for any amount above that. e.g. You can get $250,00 easily on your own. If an agent works hard, you get 300,000. Pay him 20% of the increase.
