What is the difference between the Ohio Real Estate Commision and the SuperIntendent?

I know this is confusing. The department of commerce has a director that runs the department. The dept of commerce has several areas that they govern(Fire Marshall, Labor and Safety, Liquor Control ,Real Estate,etc.). Real Estate is just one of these areas. The director appoints a superintendent to run the Real Estate part of the dept. These are their duties :http://www.com.ohio.gov/real/About.aspx
Now the commission(made up of Brokers and a layman) is used to review complaints and interview people involved in the complaints. They work independently of the department of commission. They also set classes and guidelines for education. I hope I helped a little. The Real Estate class book can confusing too.This is the summer newsletter. They are very helpful and you can see what mistakes are made and the discipline that was taken by the commission.
